Revised Plans for £60m Cardiff Bay Flats and Hotel Development
Revised plans have been submitted for a £60m Cardiff Bay flats and hotel development, which had been stalled by the global financial crisis. Bayscape Ltd, the developers behind the Bayscape scheme want to increase the number of apartments and commercial space, as well as build the hotel in a later phase. If approved by Cardiff Council, the number of apartments will increase from 103 to 125 and the amount of retail and food and drink space will rise from 750 sqm to 1,200 sqm.
The marina management suite will also increase in size from 50 sqm to 200 sqm, according to the variation of conditions planning application. The residential and commercial elements will be built in the first phase, with the 32-storey hotel to follow. At 127 m high, the building would one be the country’s tallest, higher than the 80m Capital Tower, the BT Tower, which tops out at 78m with a 40m spire on top, and the 107m-tall Meridian Quay in Swansea. The 24th and 26th floors will be taken up with a bar and restaurant that will offer panoramic views of Cardiff, the Vale of Glamorgan and the Bristol Channel.
As part of the outline planning permission granted in 2010, Bayscape Ltd must submit plans for affordable housing by September. Under the revised plans, it is proposed that the Section 106 agreement be amended to allow the affordable housing to be provided off-site in Grangetown or the adjoining wards. The other option is for the developer to make a financial contribution.
It comes after construction began last month of the £500m Cardiff Pointe development, which will bring a twin ice-rink arena and about 800 more homes to Cardiff Bay. And in March, work on an 18-storey tower in the Bay finally resumed five years after it was stalled by the economic downturn. Bellway Homes Wales has begun sales for the 76-apartment waterside tower, known as Horizon.
